The former small-scale structure of the city plan has been lost. Correspondingly, the character of streets and squares has changed into large-scale, partially unproportionate city scapes. The new design approach acknowledges these conditions and simultaneously respects the maintained elements. The deliberately differentiated building division of rectangular block and rotunda reflects the variety of the urban organism. The building mass is divided into the rotunda and the L-shaped building along Karl-Marx-Straße and Schmiedegasse. The primarily one-storeyed arcade connects the single elements. A three-storeyed shopping passage forms the pathway to the Lenné-Park.
