Architects von Gerkan, Marg and Partners (gmp), in consortium with landscape architects Bernard & Sattler, have won the competition for the reconstruction of the Federal Environmental Office building in Bismarckplatz in Berlin.
The design envisages a functional, long-term solution involving minimal intervention, convincing the jury with its respectful treatment of the historic 1930s fabric.
Public areas such as the library, canteen, exhibition area and some of the conference rooms will be clustered together on the ground floor of the NW wing, with floor-level windows facing on to terraces outside and the inner courtyard. This simple feature allows the building to interact with the outside area.
New two-storey buildings with a discreet façade will be needed only along Königsallee, fitting in between the ridges of the NW wing. Extensions to the original building that are not in keeping with the historic structure will be removed and the historic lobby reconstructed in its original form. These circumspect interventions in the listed fabric will be visibly in a contemporary idiom, and can be converted or demolished on any future change of use.
In addition, a second main entrance is proposed in the NW wing. This will mean the public can walk through the building from Königsallee to Bismarckplatz, lending it an appropriate presence in the immediate urban setting.
In the scheme, the historic building designed by architect K. H. Tischer, a representative of a more conservative view of architecture, is treated with due respect and restraint as part of the Grunewald ‘villa colony’.
